Project Location
The project site is situated on the north side of American River Drive, the west side of Jacob Lane, and the east side of Piccadilly Circle on the Jesuit High School Campus, in the Carmichael/Old Foothill Farms community of unincorporated Sacramento County. Assessor’s Parcel Number (APN) is 289-0210-045.
Hearing Summaries
The Planning Commission met on March 11, 2024 and voted (5 Yes – 0 No) to approve the proposed project with an amendment to Condition 10, removing the word evening; deletion of Condition 12; and an amendment to Condition 19, adding the intersection of Tennyson Way and Marlborough Way to the list of streets that will be posted with “no event parking” signs during events. Mailed notices were sent 10 days prior to the Planning Commission hearing to property owners, tenants, and identified interested persons within 1,500 feet of the project site.
On June 4, 2024, the Board of Supervisors (Board) denied an appeal of the Planning Commission’s approval of the Use Permit Amendment and Design Review. The Board approved the Use Permit Amendment with several conditions (Conditions 11-25) meant to ensure that nuisances and impacts experienced by nearby residents are avoided (Attachment 2). Condition 24 requires an Annual Report to serve as a reporting mechanism to ensure that the project proponent complies with project conditions and to gauge potential nuisances and impacts experienced by nearby residents from the stadium lights. The purpose of the Annual Report is to allow the Board to initiate revocation or modification of the Use Permit Amendment if deemed necessary.
Next Steps
Pursuant to Condition 24, an annual report will be submitted for three years following the effective date of the Use Permit Amendment. This includes the following academic years:
- Year 1 – Academic Year 2024/2025
- Year 2 – Academic Year 2025/2026
- Year 3 – Academic Year 2026/2027
Condition 24
AS AN ONGOING MEASURE: For three years following the effective date of the Use Permit Amendment, the project proponent shall prepare an annual report regarding activities held in the past school year and scheduled to be held in the upcoming school year at Marauder Stadium. The annual report shall include information for each practice, game, and event that utilized or will utilize the stadium with the public address (PA) system and/or stadium lights.
Information on practices, games, and events that utilize the stadium with the PA system and the stadium lights or the stadium lights with no PA system for the upcoming school year shall include but not be limited to:
- Expected date and time (duration);
- Sport type (lacrosse, football, soccer, track, or other);
- Event type (practice, game, or event);
- Anticipated number of attendees and whether the event is anticipated to be high capacity (events anticipated to be at or above 1,500 attendees) or maximum capacity (events anticipated to be above 2,500 attendees);
- Anticipated use of amplified sound;
- Anticipated presence and use of marching band;
- Anticipated approximate light level
- Anticipated number of onsite parking attendants (if applicable);
- Anticipated presence of security or other monitors present (if applicable);
- Documentation of obtained Street Use Permits for “no event parking signs”
- Anticipated overflow or off-site parking lots used;
Information on practices, games, and events that utilized the PA system and the stadium lights or the stadium lights with no PA system for the past school year shall confirm the above information (Sections a-j) for the events held and shall include supporting documentation of compliance with Jesuit’s Protocol for Night Events, as well as incidents/complaints received by Jesuit’s Communications Manager and security company via the required hotline and other forms of communication.
This annual report shall be submitted to Planning and Environmental Review (PER) via a Planning Research (PLNR) application. A filing fee is required and if staff determines additional time is necessary to complete the review, supplemental fees will be charged on a per hour basis.
The project proponent shall post the annual report on their website and staff will post the annual report on the Sacramento County’s Jesuit High School Stadium Lighting webpage. Staff will send a mailed notice to tenants and property owners within 1,500 feet of the subject property. The mailed notice will provide 30 days for public review.
The annual report shall be submitted within two (2) weeks before the start of the academic year.
